Zero to Three Early Learning Summary

Societal and cultural changes have profoundly impacted familial structures and patterns over the past fifty years. Children are spending longer hours in out-of-home care as parents are in the workforce. Fathers and mothers do not have close relationships or supports from extended family while community interdependence has disintegrated. Single parents, foster families, or grandparents raising young children and are examples of familial structures that bear unique opportunities and challenges. Today’s families face considerable challenges and many in this State are experiencing these dynamics. Children’s health, development, and overall well-being depend upon their parents and families. Supporting a parent or family’s development in conjunction with a child’s health and development is essential. Arizona’s families need supports and services which will build upon their current skills, knowledge, and strengths in order to optimize good developmental outcomes and build early literacy skills for their children.

Please contact K. Vilay, Senior Policy Specialist, for further information about parent and family support and literacy.
